Situation:

Need to build Procurement Strategy for R&D services, at present, the entire spend is all estimated, we do not have a committed spend with any supplier globally, also, at present, the sourcing is being concluded on FMVA basis, because the requirements are always adhoc, hence planning and executing a proper tender or RFQ is not really possible. We are having discussions with the stakeholders for pre-emptive planning and involving Procurement in the early stages of each project or requirement but so far no success.
