If you consider the PM and CM as a role, not a person, many people can fill both simultaneously. But in doing so effectively, there has to be an understanding of the differences between these disciplines, and the problems that may arise because of that.

I first wrote about this in 2014 and it is a long-standing and complex debate within organizational management. Of late it has reared its ugly head again on LinkedIn with a few posts that people are either supportive of (should be a single role) or outright disagree with (should be kept separate). For what it's worth, as you are probably already aware, I'm one of the latter and will always be regardless. Don't even try to convince me. I've been a Project Manager and I can tell you that if you want to practice Change Management properly you can't do it in the same "breath" as Project Management. Both disciplines are essential for successful project implementation and organizational transformation, yet they come with distinct approaches, skill sets, and mindsets

In conclusion, both approaches – combining Project Management and Change Management into one role or maintaining separate but collaborative roles – have their merits and challenges. The choice between the two depends on various factors such as the size and complexity of the project, organizational culture, resource constraints, and the availability of qualified personnel.

In June 2012 the author was presented with a "Change Leader of Tomorrow" Award by the World HRD Congress in recognition of my "remarkable progress in initiating changes enough for others in the same industry to follow my example".
