A maturity assessment that scores the existence of policies and templates will tell almost every procurement function that it is at level three. That is the least useful finding available – and it is what most assessments produce, because self-assessment inflates, documents exist that nobody follows, and the function being assessed chooses its own best examples.
This toolkit is built to produce a different result: an assessment based on evidence of practice, tested against what the function's internal customers actually experience, with targets set per dimension rather than level five everywhere, and a roadmap sequenced by dependency and funded by its own early results.
THE METHOD THIS PACK IS BUILT ON
Four rules. Evidence, not opinion: every score needs an artefact or a data point, and a score without evidence is capped. Two perspectives: procurement's self-view and the stakeholders' view, measured separately, because the gap between them is usually the most important finding. Targets by dimension: the level this business needs in three years, which is rarely five and rarely the same everywhere. Sequence by dependency: category management without spend data, or technology without stable processes, produces documents rather than results.
WHAT IS INCLUDED
Primary document – a 14-slide guide covering the four rules, eight dimensions with what separates level two from level four and the evidence to request, five levels described as the business experiences them, a four-week assessment plan and the biases to remove, the dependencies that decide the order of the roadmap, three waves with stop rules, the business case, and a hundred-day plan.
Four Excel models, all unlocked with live formulas and a worked example:
Maturity Assessment Workbook – forty questions with level one, three and five descriptors, a score and the evidence seen for each, an evidence cap, and a results sheet with raw and evidence-backed averages, evidence coverage, targets, gaps weighted by business importance, a ranking and a radar chart.
Stakeholder Perception Analyser – eight statements mirrored to the dimensions, answered by up to sixty stakeholders and by the procurement team, with the perception gap per statement, scores and net recommendation by business unit, and a comparison chart.
Initiative Prioritisation Matrix – initiatives scored on value and ease, assigned to a base wave, pushed back where a prerequisite comes first, classified as quick win, major project, fill-in or reconsider, and summarised by wave and dimension.
Transformation Business Case Model – initiatives with start year, spend in scope, benefit rate, ramp-up, one-off and running costs, plus the programme team, rolled up to net benefit, cumulative cash, NPV, return, payback month and a downside case.
Four documents: an Assessment Interview Guide with questions by dimension for procurement and for stakeholders; a Maturity Scoring Rubric describing five levels in each of the eight dimensions; a Diagnostic Report Template structured around the decisions you need; and a Transformation Roadmap Playbook covering waves, governance, stop rules, communication and the five ways transformations fail.
WHO IT IS FOR
Chief procurement officers preparing a transformation case. Procurement excellence and transformation leads. Finance and operations executives who sponsor procurement change. Consultants running a procurement diagnostic.
WHAT THIS IS NOT
It is not a benchmarking database and it contains no peer scores, because comparisons with anonymous peers are less useful than a candid view of your own practice. It is not a technology selection guide. It is a method for finding out where you really are and deciding, in order, what to do about it.
