##Gender-Neutral Point-Factor Job Evaluation Toolkit (Excel Workbook + PowerPoint Methodology Deck)##
Job evaluation is the foundation the entire EU Pay Transparency Directive rests on: Article 4 requires objective, gender-neutral criteria for pay and career progression, and every other obligation in the Directive – pay range disclosure, reporting, joint pay assessments, burden of proof – depends on getting this right first. Most organizations either have no formal scheme at all, or one built decades ago that quietly undervalues the skills, effort and responsibility found in roles predominantly held by women. This toolkit gives Reward, HR and People Analytics teams a defensible, ready-to-use point-factor model to close that gap.
The methodology is adapted from two authoritative sources: Slovakia's statutory job evaluation framework under Act No. 76/2026 Coll. – the most detailed public implementation of the EU's four-factor requirement currently available – and the European Institute for Gender Equality's (EIGE) EU-wide guidelines on gender-neutral job evaluation and classification. It is an original synthesis, not a copy or translation of either source.
This product is a two-part bundle, designed to be used together:
The Excel workbook (5 tabs) is the working tool. A Weighting Setup tab lets you set the weight of 4 mandatory factors – Complexity, Effort, Responsibility, Working Conditions – and 12 original sub-factors within them. A Level Definitions tab scores each sub-factor on a 5-level (0–4), non-overlapping scale, deliberately designed to value emotional effort, invisible physical effort, and interpersonal skill on equal terms with traditionally "hard" factors. A Job Scoring Calculator lets you score unlimited roles, and a Pay Grade Banding tab converts total scores into non-overlapping pay grades using absolute point values rather than percentages – a design choice that specifically avoids disadvantaging lower-scored, often female-dominated roles. Every weight and point value is fully dynamic and recalculates automatically.
The PowerPoint deck (6 slides) is the methodology explainer that accompanies the workbook – it walks through the four factors, the five-step scoring process, the full sub-factor weighting table, the gender-neutral design principles, and the grading rules, using the same worked example that appears in the workbook itself. Use it to brief stakeholders, worker representatives, or a project sponsor before rolling the Excel tool out.
Together, the two documents give you both the "why" and the "how" of a genuinely defensible, EU-compliant job evaluation scheme.
