The saving negotiated is not the saving banked. Between the contract and the cash, value leaks in four ways: the right need bought from the wrong supplier, the right supplier paid the wrong price, spend committed without a purchase order, and payments made early or twice.
None of this is usually fraud. It is the sum of thousands of small, reasonable shortcuts – and most of them happen because the compliant route was slower than the alternative. Most maverick spend is not rebellion. It is the shortest route to getting something bought, and procurement designed the route.
THE SEQUENCE THIS PACK IS BUILT ON
Diagnose, design, enforce – in that order. Diagnose with your own invoice data, because non-compliance is almost always concentrated in two or three business units and a handful of categories. Design the buying channels so that the compliant route is also the fastest. Only then enforce, because No PO, No Pay without channel design simply produces retrospective purchase orders: the compliance figure improves and nothing about control changes.
WHAT IS INCLUDED
Primary document – a 14-slide guide covering the four leaks between contract and cash, seven patterns of non-compliance and how to detect each in your data, six buying channels and the spend that belongs in each, why the vendor master is a control and not a list, ten P2P measures and what each reveals, approvals that control versus approvals that only delay, and a hundred-day sequence.
Four Excel models, all unlocked with live formulas and a worked example:
P2P Compliance Diagnostic – classifies each invoice line in a fixed order (exempt, no PO, retrospective PO, off-contract, compliant), values each leak from your own assumptions, and produces compliance by business unit and by category, by value and by count, with the retrospective PO rate shown separately.
Buying Channel Threshold and Cost-to-Serve Model – minutes per step and loaded rates per channel give the real cost of a purchase order, a catalogue order, a card transaction and a spot quote. A value-band sheet compares the current channel mix with a proposed design and shows where processing costs more than the goods.
Invoice Price Compliance Checker – finds the contract price valid on the invoice date for each item, flags prices above contract, items missing from the price file, prices charged before their effective date and overlapping price periods, and totals leakage by supplier.
Duplicate Payment and Vendor Master Screen – three duplicate-payment tests on normalised invoice numbers, amounts and dates, plus a vendor master screen for duplicate tax numbers, shared bank accounts, normalised name matches, dormant suppliers and bank-detail changes not verified by call-back.
Four documents: a Purchasing Policy Template with buying channels, thresholds, the non-PO list and No PO, No Pay; a Buying Channel Design Guide covering catalogues, guided buying and purchasing cards; a Vendor Master Data Governance Standard with the call-back rule for bank changes; and a P2P Compliance Playbook with a hundred-day plan, a budget-holder message, an illustrative supplier letter and a monthly dashboard.
WHO IT IS FOR
Procurement operations and P2P leads. Category managers whose savings are not showing up in the accounts. Finance and accounts payable managers who own the invoice-to-pay process. Consultants running a compliance or leakage review.
WHAT THIS IS NOT
It is not an e-procurement system or a replacement for one. It contains no vendor-specific configuration. It is not an audit or fraud investigation methodology, and it is not legal advice. It is the commercial and process logic you need before you configure, buy or fix a P2P system.
