The 13-Week Cash Flow and Treasury Control Tower provides a management method for translating reviewed bank, receivable, payable, payroll, tax, and intercompany records into a consolidated weekly liquidity view.
The methodology begins with verified opening cash. Receipts and disbursements are scheduled in the week they are expected to settle, not when revenue or expense is recognised. Each entity retains a governed minimum-cash buffer, while a dynamic selector allows management to review consolidated liquidity or isolate one entity. Weekly opening cash, net movement, closing cash, runway, and buffer exceptions remain visible throughout the forecast horizon.
A linked 12-month driver engine extends the short-term view using transparent assumptions for revenue, collections, payments, payroll, tax, and working capital. The monthly outlook complements rather than replaces the direct 13-week forecast. A reconciliation gate compares the two horizons, helping finance teams identify material divergence and adjust assumptions through a controlled review process.
Intercompany solvency is managed through a bilateral transfer bridge. Each movement records both counterparties, due-to and due-from positions are assembled into a matrix, and the consolidated elimination delta is expected to equal zero. Missing, duplicated, or one-sided entries therefore become visible instead of disappearing within consolidated reporting.
Five integrity gates test opening-cash continuity, intercompany elimination, direct-versus-driver convergence, minimum-buffer exceptions, and representative formula lineage. Native charts present the weekly liquidity waterfall and monthly outlook from local workbook data. The workbook does not claim a live connection to Xero; reviewed exports are mapped into clearly marked input tables.
The primary deliverable is the Microsoft Excel control tower. Three supporting PDF documents provide an Enterprise User Manual, Quick-Start Guide, and Treasury Governance Sign-Off Template.
This tool is intended for CFOs, Financial Controllers, treasury leads, and finance teams operating across multiple entities. Sample data are illustrative and must be replaced with reviewed organisational records before operational use. The model supports disciplined treasury governance but does not replace professional judgment, covenant interpretation, source verification, or organisation-specific controls.
