Purpose
An executive finance control template for grantor commitments, multi-project expenditure and funding accountability.
CFOs, controllers and grant finance teams can review how approved project budgets, award ceilings, contractual commitments, incurred expenditure and reimbursement draws connect. The schedules distinguish money already spent from obligations still outstanding, supporting an informed review of remaining funding capacity.
Financial logic
Outstanding commitments exclude costs already incurred, preventing the same obligation from being reserved twice. Unreimbursed incurred expenditure continues to reserve funding capacity. Grantor allocations attribute funding across project and grantor pairs and reconcile to award ceilings; allocation does not create additional budget authority. Draws reimburse eligible incurred costs. Advances are outside this model.
Review and exceptions
Connected project, grantor and expenditure schedules show budgets, utilization, reimbursement balances, rate bases and exceptions. Fifteen financial control families cover completeness, identifiers, mappings, allocations, source totals, reimbursement limits, commitments, capacity, rate rules, allowability and date windows. The master reconciliation brings these results together for financial review.
Award, policy, reporting and transaction dates require valid whole calendar days. Effective and expiry boundaries are inclusive. Expense eligibility follows the relevant expense date and approved terms; current reporting-date compliance is a separate check. Invalid reference dates invalidate affected eligibility. Calculated results support investigation and do not authorize an expense or payment.
Included materials
Flevy delivery comprises the raw Excel workbook plus a secondary documentation ZIP containing the Implementation Guide, Quick Start Guide and Cutover Sign-Off Template. A standalone CSV is not assigned to this delivery. The synthetic USD demonstration includes 12 projects, six funding awards, 240 commitments, 720 expenses and 480 draws. Illustrative policies and balances are examples rather than client results, approved award terms or promised outcomes.
Operating boundary
The demonstration was evaluated in desktop Microsoft Excel on Windows. Compatibility with other applications or environments remains unverified. Approved source records, policies and independent control totals must replace or explicitly qualify the examples before operational reliance. Added source records require corresponding review rows and formula, validation and protection checks, as described in the Implementation Guide. Financial officers retain agreement interpretation, exception resolution and approval responsibilities.
Licensing
The offer is USD299 for one user, for internal use only. Consulting, resale and client transfer are excluded. Product use remains subject to organizational review of the supplied examples and approved operating terms.
