This presentation describes REPM, a software requirements measurement framework that helps organizations identify key measures they can use to monitor their requirements process and corresponding outcomes that are most critical for the success of their software initiatives. The proposed model enables teams to develop a better understanding of what affects the requirements definition work and identify areas where action is needed, while avoiding information overload and unnecessary costs associated with overly complex performance measurement programs.

According to the Standish Group (The Standish Group Report, CHAOS Manifesto, 2012), three major reasons for project success are user involvement, executive management support, and a clear statement of requirements. Without effective requirements processes—even in projects using the agile model—software projects suffer from slippage and unnecessary rework to fix avoidable mistakes. The use of the REPM framework drastically increases the performance of software development teams by making it possible for managers and analysts to track progress, paint a compelling picture of lessons learned, increase their understanding of what affects the requirements process, identify areas where action is needed, and make the right decisions about where to invest time and resources for maximum return.
