In COBIT 2019 it is imperative to have a clear decision matrix. The RACI chart has been around for a very long time and in my opinion, very much underutilized. According to research firm Gartner, "many important organizational initiatives begin without agreeing on decision authority. This oversight often becomes a painful discovery process—causing unneeded anxiety and frustration." Using a RACI chart is one of the best possible ways to eliminate this painful discovery process.
