of an organization in terms of developing its people, processes, technology, and capability by implementing quality practices.\u00a0 Organizations aiming to achieve the highest maturity levels in performance need to take care of the intricacies involved in deploying a Performance Management system and the relationships it has with the other key organizational activities.<\/p>\n<p><a href=\"https:\/\/flevy.com\/browse\/stream\/performance-management\">Performance Management<\/a> processes in organizations can be assessed using maturity levels, by measuring the implementation of Performance Management tools, analyzing the availability of internal Performance Management processes in place, assessing the structures, procedures, and interactions utilized to direct Performance Management systems.<\/p>\n<p>An organization\u2019s performance maturity is assessed on 5 levels of progressive growth. \u00a0These 5 stages present a valuable dashboard to gauge the implementation of performance management, organizations need to build capabilities in 5 core elements\u2014referred to as \u201cOperational Levers&#8221;\u2014Tools, Processes, Governance, Architecture, and Integration.<\/p>\n<h2><strong>Initial Stage<\/strong><\/h2>\n<p>The organizations at the first performance maturity level are not acquainted with\u2014or totally unfamiliar of\u2014the tools necessary to implement the Performance Management system.\u00a0 The Performance Management processes are typically inconsistent. \u00a0Organizations at this maturity level do not practice employee empowerment, development, and innovation. \u00a0There is a dearth of appropriate <a href=\"https:\/\/flevy.com\/business-toolkit\/kpi\">KPI<\/a> calculation approach and the performance architecture is in its budding stage.\u00a0 Roles and responsibilities, importance of KPIs, and individual\/organizational indicators are unclear to employees.<\/p>\n<p>The level is characterized by casual strategic planning practices\u2014dependent on top management experience\u2014with ill-structured communication mechanisms.\u00a0 The initiatives lack alignment with organizational goals.\u00a0 Leadership involvement in mentoring and developing employees is at sub-optimal levels.\u00a0 Staff motivation and increasing their engagement levels is not given due importance.<\/p>\n<h2><strong>Emergent Stage<\/strong><\/h2>\n<p>The organizations at the second level of Performance Maturity have a strong desire to improve performance. \u00a0At this stage, organizations begin exploring Performance Management tools, but have uncoordinated and un-standardized internal processes and systems. \u00a0Initiatives to integrate performance management procedures are planned with clearly defined objectives and expectations.<\/p>\n<p>However, at this level, strategy does not deliver value and is not more than formal documentation.\u00a0 Managers are assessed based on performance results, but not the lower hierarchical levels.\u00a0 There is unclear articulation of company goals, misalignment at various organizational hierarchical levels, and incompetent communication.\u00a0 A few basic performance measurement methods\u2014e.g., KPI selection and documentation are embraced by the organization.\u00a0 The KPI selection process, however, lacks appropriate yardsticks, tools, standardized forms\/templates, and approaches.\u00a0 Performance evaluation and reporting processes exist but are deficient in clear communication by the leadership. \u00a0Leadership possesses a basic understanding of performance measurement processes.\u00a0 Measuring performance at the individual level is uncommon at this maturity level. \u00a0Performance review meetings are short of delivering the insights required to make critical decisions.<\/p>\n<h2><strong>Structured Stage<\/strong><\/h2>\n<p>The \u201cStructured\u201d stage of the Performance Management Maturity Model is characterized by well-coordinated and carefully regulated Performance Management processes.\u00a0 Organizations at this stage have a defined set of Performance Management tools. \u00a0There are standardized Performance Management practices with well-defined and improved process flows.\u00a0 There is typically an inconsistent approach towards adopting an aligned Performance Management architecture though.<\/p>\n<p>Organizations at this level employ strategy monitoring tools\u2014e.g., scorecards and dashboards\u2014but do not cascade these at the lower ranks and files.\u00a0 KPIs are selected based on a clear-cut criteria, established tools and methods, and agreement across the board. \u00a0Standardized forms are used to document and report KPIs. \u00a0The KPI targets are established utilizing data, <a href=\"https:\/\/flevy.com\/business-toolkit\/benchmarking\">benchmarking<\/a>, and comparing market figures. \u00a0Organization-wide performance evaluation data is gathered and disseminated at all levels.\u00a0 People, largely, have a fair understanding of their personal and organizational performance goals.\u00a0 A well-defined Performance Management system is in place with appropriate templates, procedures, and governance structures ready for each Performance Management cycle.\u00a0 Incentives and training and development opportunities
