Theoretically, it should be possible to divide the authority and responsibility equally between the Project and Functional Manager. However, to do so is difficult. Where there is no one real boss, Balance of Power is expected to continually shift. RACI is useful as a tool for delineating responsibilities and areas of Management.<\/p>\n<h2>When Project-Functional Interface Becomes Essential<\/h2>\n<p>Companies shifting towards a Matrix Organization must understand that the secret of the successfully functioning Matrix is not just a pure Balance of Power.
